Abstract: This publication of the Democracy Consolidation Programme is a Malawi government project that operationalizes the goals for good governance of the Malawi Poverty Reduction Strategy. The content of this handbook is designed to promote empowerment of citizens, promote protection of human rights, and increase participation of citizens in their civil society and government. It also is intended to build the competencies of citizens through civic education about governance, legal reforms, and administration of justice.
