Abstract: The National Educational Plan of 1999 introduced a national program for human rights education in Croatia, but there are still no normative foundations for introducing civic education as a part of the curriculum. It could be taught at Croatian schools as an elective subject, or it could be a part of after-school activities. By 2001, there were neither civic education standards nor educational materials. Project Citizen is being used in a very limited number of Croatian schools, and two Project Citizen manuals have been translated into Croatian.
