Abstract: Successful educational organizations recognize the importance of formative evaluation in improving the quality of their programs. Failure to use formative evaluation is costly because formative findings can help redirect time, money, and resources—both human and technical—into more productive courses. The purpose of this formative evaluation was to assess Junior Achievement of Armenia's civics program's implementation, summarize general satisfaction with the program, and determine necessary program improvements. The civics program is composed of a complex system of learning opportunities that impact not only secondary students attending schools in Armenia, but also their teachers. Section two of this report summarizes the evaluation procedures used in this study and the important findings of the data analyses. The section ends with recommendations for enhancing the program. Section three provides detailed information about the design of this evaluation and the instruments and methods used to collect data. The section closes with a description of the data analyses conducted. Sections four through seven present the comprehensive findings of the study. These sections provide information about the factors that facilitate and impede implementation of the program and teacher training, the ability of the curriculum to meet student needs, and stakeholder satisfaction with the program.
