Abstract: The European Framework for Lifelong Learning contains key competencies for communication in mother languages, communication in foreign languages, mathematics, science and technology, learning to learn, democratic citizenship, entrepreneurship, and cultural expression. Competencies are defined as knowledge, skills, and values. Competencies must be generically integrated into all school subjects, involving structural changes to the curricula when necessary. One important methodological precondition is to change the curriculum from content-based to competency-based. Introduction of a comprehensive method of teaching and learning about democratic citizenship and its key competencies requires a change in the teaching profession itself. All teachers must change their traditional (reproductive) methods of teaching to include the active participation of students. This democratic, creative approach to teaching enables the students for lifelong learning.
